Who We Are
The Mid-Atlantic Renewable Energy Coalition (MAREC) was formed in September 2009 as a nonprofit Pennsylvania corporation. Currently our membership consists of wind developers, wind turbine manufacturers, service companies and nonprofit organizations dedicated to the growth of renewable energy technologies to improve our environment, diversify our electric generation portfolio and boost economic development in the region. Our mission is to improve and enhance the opportunities for renewable energy development in the nine jurisdictions in the Mid-Atlantic region, which include: Delaware, District of Columbia, Maryland, New Jersey, North Carolina, Ohio, Pennsylvania, Virginia and West Virginia. The primary areas of focus of MAREC are to provide education and expertise on the environmental sustainability of wind energy; offer technical expertise and advice to assist in understanding the operating and environmental impacts of integrating wind into the electrical power system; and promote fair policies, rules and regulations to expand the region’s electric transmission system to accommodate the growth of renewable energy generation.
Our Executive Director
Bruce Burcat is an attorney with over twenty years experience in the utility and energy regulatory fields. He is responsible for MAREC’s efforts to promote the growth and development of renewable energy in its nine jurisdictions. Mr. Burcat joined the Mid-Atlantic Renewable Energy Coalition as its Executive Director after serving for nearly fifteen years as the Executive Director of the Delaware Public Service Commission. In that capacity he was involved in all facets of utility regulation, including the restructuring of Delaware’s electricity market and the reintroduction of integrated resource planning for Delaware’s major electric utility. As part of the integrated planning process, utilities were required to incorporate electricity generated from renewable resources into their long-term procurement plans. Mr. Burcat’s office oversaw compliance by electric suppliers with the State’s renewable portfolio standard. Mr. Burcat was deeply involved in the two-year process that resulted in the first purchase power agreement in the United States for the energy generated from an offshore wind farm that will be located off the coast of Delaware. He has testified before the Federal Energy Regulatory Commission and also numerous times before the Delaware House and Senate on proposed legislation. While he served the Delaware Commission, he chaired its Consumer Energy Education Group. He also was a past Chair of the National Association of Regulatory Utility Commission’s Staff Subcommittee on Executive Management.
Prior to coming to the Delaware Commission, Mr. Burcat was an attorney for the New Jersey Division of the Ratepayer Advocate, where he managed the Division’s water and wastewater utility cases and also represented the Advocate in a number of energy cases. Before that position he served as a Senior Rate Attorney for General Waterworks Management and Service Company. Mr. Burcat is a graduate of the University of Delaware. He received his Law Degree from Rutgers University School of Law – Camden and a Masters in Law (LLM) in Taxation from the Villanova University School of Law.
